Chris Judd
CEO
Chris is responsible for our corporate strategy, client services, sales, legal, finance and human resource sectors of the company. Chris is actively involved with many of our clients and collaborates with other teammates to ensure the changing needs of Pacific Resources' Fortune-ranked client base are consistently met.
Chris joined Pacific Resources in 2013. Before becoming our CEO, Chris was executive vice president, managing consulting services’ operations, delivery and strategy. Prior to joining our team, Chris served as the head of national accounts at The Hartford, after working as a sales manager and then a regional sales vice president. He also served in sales leadership roles at Unum. Chris has nearly 30 years of consulting and executive leadership experience in the disability and life insurance industry.
Chris earned a bachelor’s degree from Concordia College.
Ken Vaughan
President
Ken is responsible for the overall national strategy, growth and retention of clients, while overseeing product and service development, brand strategy, marketing and public relations, underwriting and other technical resources. Ken is focused on providing clients with innovative solutions to help meet their needs. He also works closely with senior leaders in the insurance carrier and TPA community to ensure the development of solutions that meet the current and emerging needs of Pacific Resources' clients.
Ken joined Pacific Resources in 2013. Before becoming our President, Ken was executive vice president, managing our sales and service operations and distribution, as well as our global business. Prior to joining our team, Ken ran Cigna’s national accounts sales and client management division, and later moved to Cigna International, as senior vice president of international global sales. Ken was working in Shanghai as the managing director of Cigna International in Asia Pacific, where he led the company's expansion strategy and market entry into China, Hong Kong, Singapore, Thailand and Australia. Ken also held roles in underwriting and sales management at CNA and The Hartford.
Ken earned a bachelor’s degree from Drew University.
Tony Herron
Managing Director
Tony is the founder of herronpalmer and co-leads the business with Kathleen Dillon today. He serves as a strategic advisor to his team and clients on a wide range of topics involving employee benefit administration and consulting services.
Tony founded herronpalmer (a division of Pacific Resources) in 2012 after serving in senior leadership roles with several global consulting and benefit administration firms. Over his 37 years in the benefits industry he has participated in more than 400 RFPs covering a wide range of services. He has also managed dozens of benchmarking, renewal negotiation and contracting projects.
Tony earned a bachelor’s degree in Finance from Ball State University and completed a Leadership Development Program managed by the Harvard University Graduate School of Business.
Mike Scire
Vice President, Finance & Operations
Mike is responsible for evaluating financial performance against short-term and long-term business objectives and is a strategic business partner to the CEO and senior executive team.
Mike joined Brown & Brown, our parent company, in 2019 and supports our organization. Prior to joining our team, he spent nearly 10 years at a management consulting firm, most recently as partner. Mike previously held various roles at a financial services company over a 15-year period. He has over 30 years of financial, accounting and operations experience.
Mike earned a bachelor’s degree in Accounting from Providence College. He earned his MBA from Suffolk University with a focus on Finance and Operations Management.
Issam Sweis
Chief of Staff & Senior Director of Corporate Strategy
Issam manages a wide range of operational and strategic growth initiatives, both internally and externally.
Issam joined Pacific Resources in 2013. Prior to joining our team, he worked for a global professional services firm as a vice president, where he served as the company's national disability specialist. Issam began his employee benefits career over 20 years ago with Unum as an executive benefits specialist.
Issam earned a bachelor's degree from the University of California.
Connie S. Moore
AVP, Operations
Connie ensures operational efficiencies throughout our organization while partnering with leaders and department team members to create solutions and help colleagues to support our clients in the best way possible.
Connie joined Pacific Resources in 2017. Before moving into her operational role, Connie managed our absence management team. She has a diverse background that includes operational management, audit, software development, quality/data analytics, project management and consulting. She has more than 25 years of experience in the industry.
Connie earned a bachelor’s degree from Arizona State University. Connie is a Certified Project Manager and Certified Scrum Master.
Jen Hartman
SHRM-CP, CPL, Senior Director of Human Resources, Learning and Development
Jen leads our Human Resources practice, providing strategic guidance to our senior executives on talent management and the development of a learning strategy that fosters personal and professional growth. She has enhanced our teammate experience by delivering effective recruiting practices and a robust onboarding curriculum, creating mentorship opportunities and engaging HR best practices to deliver a collaborative approach to teammate growth and development.
Jen joined Pacific Resources in 2017 after leading HR for a consulting company in the insurance space. Jen has more than 25 years of experience as a human resources generalist, drawing from experience in the financial services and insurance industries.
Jen earned a bachelor’s degree from Connecticut College. She holds a SHRM-CP certification and is a Certified Professional Leader (CPL).
Brandon Brickweg
Vice President of Distribution
Brandon drives sales efforts across the organization and manages our sales team.
Brandon joined Pacific Resources in 2017 as a managing director. He assisted in the review of plan financials and overall strategy, specific to the hospital vertical. Before joining our team, he was the founder and CEO of Universal Benefit Solutions. He is a leader in plan designs, underwriting and insurance company negotiations. Brandon began his employee benefits career 26 years ago with CIGNA Group Insurance.
Brandon earned a bachelor's degree from the University of Cincinnati.
Robert Toon
Western Regional Director, Sr. Account Executive
Robert manages strategic direction, client profitability, staffing and client satisfaction for our account service teams in the Western region. He focuses on client interaction and consistent improvement in our consulting areas by contributing to the direct support of key customers. He ensures the delivery of quality, evidence-based consulting and acts as an extension of our client's benefits team.
Robert joined Pacific Resources in 2013. Prior to joining our team, he worked in claims and account management at Liberty Mutual, where he focused on disability claim operations and the oversight of STD and LTD. He also managed a book of leave, disability and life business for national account clients. He has nearly 15 years of experience in the insurance industry.
Robert earned a bachelor's degree from Arizona State University.
Kathleen Dillon
PHD, Retirement Practice Leader, Senior Managing Consultant
Kathleen co-leads our herronpalmer sourcing advisory business with Tony Herron and serves as a subject matter expert in the service provider evaluation process. She guides our clients through complex decisions, negotiations and business challenges associated with sourcing HR/benefit program delivery.
Kathleen joined the herronpalmer team (a division of Pacific Resources) in 2014. Prior to joining our team, Kathleen served as Vice President, Product Marketing at Xerox HR Services, where she channeled client and market input into the product development cycle and managed the sales support function for HR/benefit outsourcing. She has 25 years of experience consulting with clients to align provider solutions to business needs.
Kathleen holds a bachelor’s degree from Rosemont College and both a master’s and Ph.D. in English literature from Temple University.
Lacy Wiseman
Southern Regional Director, Sr. Account Executive
Lacy manages strategic direction, client profitability, staffing and client satisfaction for our account service teams in the Southern region. She focuses on client interaction and consistent improvement in our consulting areas by contributing to the direct support of key customers. She ensures the delivery of quality, evidence-based consulting and acts as an extension of our client's benefits team.
Lacy joined Pacific Resources in 2012. Prior to joining our team, Lacy worked at Cigna in vocational rehabilitation counseling and national account management functions. During her tenure, Lacy led and implemented a new return-to-work process and played a significant role in Cigna's Leave Management Solutions initial launch. She has nearly 20 years of experience in the industry.
Lacy earned a bachelor's degree from Louisiana State University and a master's degree from the University of Arkansas.
Sam Berry
Eastern Regional Vice President
Sam manages strategic direction, client profitability, staffing and client satisfaction for our account service teams in the Eastern region. He focuses on client interaction and consistent improvement in our consulting areas by contributing to the direct support of key customers. He ensures the delivery of quality, evidence-based consulting and acts as an extension of our client's benefits team.
Sam joined Pacific Resources in 2010. Prior to joining our team, Sam served in leadership positions in group disability and absence management operations and national account management at Cigna. He has over 25 years of experience specializing in disability, leave and life/AD&D.
He earned a bachelor's degree from Northwestern State University of Louisiana.
Chris Kenney
AVP Financial and Absence Solutions
Chris oversees financial analytics, program metrics and time-away-from-work consultation for our clients. He partners with internal and external resources to provide favorable plan performance, optimal financial outcomes and employee benefits aligned with client initiatives.
Chris joined Pacific Resources in 2012. Prior to his current position, he led our Strategic Financial Solutions department and was our chief underwriter. Before joining our team, Chris worked in underwriting positions at The Hartford. He has more than 15 years of experience in the group benefits industry.
Chris earned two bachelor's degrees from the University of Central Florida.
Melissa Manthey
Controller
Melissa leads our financial reporting, planning and budgeting, accounting and internal controls systems.
Melissa joined Pacific Resources in 2017. Prior to her current role, she worked for Brown & Brown, our parent company, as an internal auditor, financial controller and operations leader. She has over 12 years of financial, accounting and operations experience.
Melissa earned a bachelor’s degree in Accounting from the University of Central Florida and a Master of Accountancy from Stetson University. She is a Certified Public Accountant.
Rob Glueck
AVP, Products and Marketing
Rob leads the product and marketing efforts across our organization. He partners with vendor senior leadership and internal resources to develop innovative solutions and implements communication strategies to ensure we deliver the most integrated and comprehensive benefits packages for our clients.
Rob joined Pacific Resources in 2011. Prior to his current role, he led the Strategic Financial Solutions department at Pacific Resources. Before joining our team, Rob served as a senior underwriter at The Hartford, where he was responsible for the national accounts segment’s profitable growth and underwriter training and development. He has more than 15 years of experience in analyzing employee benefits.
Rob earned a bachelor's degree and an MBA from the University of Central Florida.

Joe joined Pacific resources in 2010. Prior to joining our team, he served as vice president of national accounts for Cigna. He has over 25 years of experience in Employee Benefits.

Greg Cronin

Greg leads client relations and business development in our northeast region. Greg joined Pacific Resources in 2017. Prior to joining our team, Greg led sales & marketing for group dental, life, disability, vision and voluntary products at Lincoln Financial Group and has served in business development leadership roles at Cigna and The Hartford. He has over 16 years of experience in the industry.
Greg earned a bachelor's degree in Computer Science from Boston College.
Patricia Purdy
Managing Director
Pat leads client relations and business development in the northeast and on the west coast. She and her team deliver customized solutions and advice for leave, integrated disability, paid time off, life insurance, dental, voluntary benefits and benefits administration. She also serves as a liaison to senior leadership in the vendor community, ensuring the market's solutions meet the unique and evolving needs of Pacific Resources' customers.
Pat joined Pacific Resources in 2013, serving on the Executive Leadership team and as the disability and leave management practice leader. Prior to joining our team, she was the Vice President of Integrated Absence Management at The Hartford. Her 30+ years of group insurance experience includes product development, client services, employee training and development and marketing. In 2017 and 2018, Pat was named as one of the Most Influential Women in Benefit Advising by Employee Benefit Adviser.
Pat earned a bachelor's degree from Ithaca College and a master's degree from Colorado State University.

Chris joined Pacific Resources in 2016. Prior to joining our team, Chris spent 15 years with Cigna serving as a vice president of national account sales. He started his career in the financial sector, trading commodity and equity options at the Chicago Board of Trade and the Chicago Board Options Exchange.
Chris earned a bachelor's degree from Wittenberg University.

Geoff joined Pacific Resources in 2017. Prior to joining our team, Geoff led the insurance practices at Lighthouse Group. He spent 17 years at Unum, most recently as a leader for field distribution and service. Geoff started his career in benefits consulting over 25 years ago.
Geoff earned bachelor's degrees in math and insurance from Olivet College. Geoff is a Certified Employee Benefits Specialist through the Wharton School of Business at the University of Pennsylvania. Geoff also earned certification through the University of Virginia, Darden School of Business's General Management Executive Development Program.
